wheels don't stay in holes, but wrap the wheel stick with thin wraper foam paper

Only thing is, the manual asks you to put 4 wheels at the bottom, but the wheels don't stay in the holes where they suppose to be. Manual didn't say how to make the wheels stay there. Hole is big enough that the stick of the wheel comes out when you turn the table from up side down(assemble position) to normal position. So I wraped the wheel stick with a little bit of the thin foam wraper paper in the package, then the wheels stay there perfectly.
